  • Tracie Bills

    Tracie Onstad Bills has been in the Environmental and Resource Material Management Field for over 30 years, working for a hauler, municipality and the past 20 years with consulting firms. Tracie currently works at HDR Engineering, and is the Executive Director of the California Resource Recycling Association (CRRA).

  • Tim Dewey-Mattia

    Tim Dewey-Mattia is the Recycling & Public Education Manager for Napa Recycling & Waste Services. Tim got his start in Zero Waste nearly three decades ago, and has been at Napa Recycling for 20 years, where he works on all aspects of program development, implementation, compliance and outreach. Tim currently serves on the Board of Directors of CRRA and previously served on the NCRA Board from 2015-2023.

  • Alex Ulrich

    Alex Ulrich is an Environmental Services Specialist in the Integrated Waste Management Division of the City of San José’s Environmental Services Department. In her role at the City she manages two large residential contracts to ensure proper collection and disposal for over a million residents, and oversees residential SB 1383 implementation. In 2025, Alex successfully coordinated the San José’s first Vietnamese language home composting class, expanding equitable access to composting education in the city that has the largest population of Vietnamese people outside of Vietnam.

  • William Barros

    William Barros is the Depot Manager at SCRAP-SF, the city’s venerated creative reuse center and arts education nonprofit. Combining organizational flair with a deep commitment to sustainability, he leads a diverse team of staff and volunteers who transform a vibrant, jumbled torrent of donations into a curated material supply for the city’s most resourceful artists and educators. This leads to many, many tons of potential waste being redirected at low or no cost into the eager hands of teachers, students, artists, crafters and makers each year.
