Recalled Products – Who’s Responsible?

AB 1860 (Huffman, 2008) established a form of EPR for Recalled Products, putting the cost and recovery obligation on the manufacturers. However, there are flaws in the 2008 law and no one is enforcing it, leaving local governments to pickup the tab! This presentation will cover what’s coming in 2026 to fix this important law.
