Tony Hackett is a Policy Associate at Californians Against Waste and a leading advocate on vape waste, battery-embedded products, and other hazardous consumer goods. Their work spans California’s SB 54 packaging extended producer responsibility law and Bottle Bill modernization, with a focus on recycled content requirements, market development, and preventing cost shifts to local governments and ratepayers. Tony engages in legislative strategy, regulatory implementation, and coalition building at the state and national level to advance source reduction, safer product design, and accountable producer responsibility systems.
Emily Coven is an entrepreneur and innovator whose career has spanned both the tech and recycling industries. In her role as California Executive Director at Circular Action Alliance, Emily oversees all aspects of the SB 54 program, including supporting producers, collaborating with local governments, helping communities and haulers improve recycling services, engaging with interested parties, and building capability.

Freddy Coronado leads the implementation of San Francisco Environment Department’s zero waste policies across the residential sector and special events. He has a decade of experience working in the field, which includes collaborating closely with haulers, consultants, property managers, residents, large refuse generators, event producers, and affordable housing property developers. Prior to SFE, Freddy worked on projects with Cascadia Consulting, Gigantic Idea Studio, and Recology San Francisco.
