“RecycleMore” is a West Contra Costa County public agency officially known as the West Contra Costa Integrated Waste Management Authority (WCCIWMA) or “Authority”.
The Authority is a joint powers agency formed by its Member Agencies which include the cities of El Cerrito, Hercules, Pinole, Richmond, and San Pablo, and unincorporated Contra Costa County (i.e., El Sobrante, North Richmond, Tara Hills, Rollingwood, East Richmond Heights, Bayview, Montalvin Manor). Ulises Zatarain is a nonprofit and education leader with over 18 years of experience advancing equity-driven workforce, education, and environmental initiatives across the Bay Area, Chicago, and the East Coast. His career includes leading large-scale programs that combine economic mobility with sustainability, environmental education, and waste-reduction efforts. Prior to joining Tech Exchange, Ulises held senior leadership roles at three other NGOs where he drove strategic growth and spearheaded partnerships with community colleges and employers to create career pathways for students from underrepresented groups entering the tech industry.
The Resource Recovery Coalition of California (RRCC) is a long-standing trade association representing California’s haulers, recyclers, and composters. Founded in 1953, RRCC was created to ensure a unified industry voice in state policy and has remained focused on advocacy, collaboration, and responsible resource recovery ever since.
RRCC works to advance the business interests of its members; promote ethical, professional standards; and support efficient, safe, and economically sound collection, recycling, and disposal systems. Zero Waste Marin is the informal name for the Marin County Hazardous and Solid Waste Joint Powers Authority (JPA), which represents Marin’s 11 cities and towns and the unincorporated County of Marin on issues related to waste reduction and management. The JPA Board is comprised of city and town representatives from Belvedere, Corte Madera, Fairfax, Larkspur, Mill Valley, Novato, Ross, San Anselmo, San Rafael, Sausalito, Tiburon and the County of Marin.
